Jammu asks: What is stopping Omar Abdullah from compensating next of kin of Chamel Singh?

What is stopping  J&K Chief Minister Omar Abdullah from compensating next of kin of Chamel Singh, an Indian prisoner brutally murdered inside Kot Lakhpat Central jail in Lahore on January 15, 2013? 
Chamel SinghThis significant question is being asked by a cross section of people especially from Jammu region and few like minded people in Kashmir valley especially after the state government of Punjab announced its decision to adequately compensate another Indian prisoner Sarabjeet Singh, after he too was attacked  inside Pakistan jail and later succumbed to his fatal injuries.
In contrast the state government headed by Omar Abdullah in J&K is yet to announce even single paisa compensation for the next kin of Chamel Singh.
The attitude of the state government and most importantly the top leadership of  two ruling parties in the state has shocked people from different walks of life.
In general the people keep asking the simple question, what is coming in the way, why the state government is mum over adequately compensating kin of Chamel Singh.
Some of the angry responses came from political activists as they claimed that the state government’s inaction in the matter has raised many suspicions especially when the same govt raised hue and cry for Parliament attack convict Afzal Guru but could not pay token condolence to the family of Chamel Singh.
Since January 15 when the distraught family of Chamel Singh first received the news of alleged torture meted out to their loved one inside the Pakistan cental jail in Lahore they have been running from pillar to post  but barring lip service nothing concrete has been promised to the poor family members.Not a single leader of the alliance govt visited the residence of Chamel Singh in Pargwal area to offer condolences to the family when they needed their help the most. 
Two days back when the widow of Chamel Singh along with his sons and elected panches and sarpanches called on the deputy Chief Minister Tara Chand, he too gave them assurances and sent them home empty handed claiming that efforts have already been initiated to adequately address genuine demands of the family.

“I have personally initiated the process to address the demand and matter has been taken up with Chief Minister Omar Abdullah as well as with Union Home Minister,” Tara Chand said.

Ironically, till date no one has been able to answer as to why the state government is only doling out assurances claiming they have taken up the matter with the Union Govt.Why the state government is shying away from announcing adequate compensation on humanitarian grounds. Already the Omar Abdullah led alliance govt is facing lot of criticism for keeping their eyes shut and further delay would only compound their miseries and only they are to be blamed for delaying and denying justice to the son of the soil.
