CAG pulls up J&K govt over lack of response to audit reports

The Comptroller and Auditor General on Monday slammed the Jammu and Kashmir government for its lack of response to the pendency of large number of inspection reports and observations on “serious financial irregularities”. The CAG also called for revamping of administrative system for proper response to audit observations in a time-bound manner. “There is large pendency of paragraphs (audit observations), serious financial irregularities and loss to the government even after being pointed out in the audit. It indicates lack of response of the government departments to the audit,” said a CAG report for the state finance ending March 31, 2014. Strange are the ways of the J&K Govt when it comes to raising sports infrastructure in the state. In 2008 the state government had conceived a project ‘construction of an Indoor complex/Rifle shooting range-cum open play field’ at Nagrota in 2008-09. To raise the infrastructure  70 kanals of land situated behind Sainik School was identified and the matter was taken up by the Director General Youth Services and Sports Jammu with the CV, Jammu Development Authority. MD, JKPCC was also approached in October 2008 for construction of the project without formal transfer and possession of identified land. Puncturing tall claims of the Omar Abdullah govt over fighting corruption Principal Accountant General (Audit) J&K Dr Subash Chander Pandey saturday told reporters that the revenue department had submitted photo copies of  records with some pages missing from the crucial files related to Roshni Scheme. Mughal Road car rallies failed to promote Caravan, Heritage tourism in J&K: CAG

The latest annual report of the Comptroller and Auditor General of India ended March 31, 2013 has revealed that despite organising car rallies along the historic Mughal road  the state tourism department has failed to promote caravan and heritage tourism. The aim of organizing the rallies was to promote Caravan and Heritage tourism along the Mughal road. For Caravan tourism one of the essential pre-requisite along with specially built vehicles is the presence of sufficient caravan parks in the identified circuits.But despite organising the rally for four years the Caravan parks and other infrastructure had not been created along  the Mughal road even though the project in this regard had been sanctioned in 2010-11 at an estimated cost of 8 …

Adventure Sports equipment dumped in Stores: CAG

The Tourism department may have been busy making tall claims of promoting adventure tourism in the state but the latest CAG report has revealed that equipment worth lakhs of rupees purchased for the promotion of adventure sports has been lying in stores and yet to be issued for the desired activity. According to CAG report, the Directorate of Tourism Jammu purchased adventure equipment like White water river rafts, Kayaks, mountaineering equipments etc for 36 lakh during the period 2007-09. Semen of Elite Bovine animals stuck in Red tape: CAG report reveals

For last over two years the import of 1.30 lakh doses of  Holstein/Jersey semen of elite bovine animals from a United States based company has been stuck in red tape resulting in the blockade of 50 lacs in Jammu and Kashmir. Holsteins are a breed of cattle known today as the world’s highest-production dairy animals.   According to the CAG report, “In order to increase the productivity potential of bovines and make the state self-sufficient in milk production the Animal husbandry department had intended to introduce superior germplasm by using semen of elite animals”. More Industrial Units registered in Kashmir,while More Employment Generated in Jammu: CAG

Even after registering 2346 more industrial units in Kashmir province as compared to Jammu during the last five years the total employment generated was far less in Kashmir than Jammu province,the recent CAG report has revealed.   According to the report, 3829 industrial units were registered in Kashmir province as against 1483 units in Jammu between 2007-08 and 2011-12.But when it comes to generation employment Kashmir province fell behind Jammu.   According to the CAG report  the total employment generated in Kashmir was 18062 while Jammu generated 20318 during the same period.The average employment generated by each industrial unit in Kashmir province ranged between four and five and in Jammu province ranged between 11 and 16.   Overall 5312 industrial units …
