Dismissing outright the biased, irrational and highly discriminatory recommendations as contained in the reports of S.S Bloeria and Mushtaq Ahmed on creation of new administrative units at Block, Niabat and Sub-Divisional levels in Jammu & Kashmir, BJP State President Jugal Kishore Sharma on Thursday demanded creation of five new districts in Jammu province to meet the legitimate demands of the people.
“Set up forthwith five new districts of Basohli-Billawar, Akhnoor, Sunderbani comprising Sunderbani, Kalakot and Nowshehra tehsils and R.S. Pura and grant the status of backward area to all the villages in Jammu province and Ladakh region that deserve such a status to bring them at par with the Kashmir villages,” he said in a meeting held here today to discuss the manner in which the Cabinet-sub-committee (CSC) headed by Congress leader and Dy CM Tara Chand has been conducting itself and implications of the recommendation of Bloeria and Mushtaq.
Jugal Kishore Sharma, while addressing media persons at party headquarters on Friday alongwith his Political Advisor Prof. Hari Om, asserted that naked and blatant discrimination with the people of Jammu province started in early 60s and people have been agitating for their rights in political, developmental, educational, professional colleges, employment, new administrative units and so on ever since then. He said that it was to look into the complaints of the people of Jammu province that the Gajendragadker Commission was constituted.
“The commission gave a detailed report in 1968 and suggested ways and means to remove regional imbalances. It recommended an empowered regional development board for Jammu province to meet the special needs of the people and end discrimination in all the fields. It is a matter of grave concern that the successive Congress-dominated or Congress-supported governments in the state did not implement the Gajendragadkar report,” said Jugal Kishore Sharma.
To justify the demand of the BJP for the creation of five more districts in Jammu province, the BJP State President compared one district of Kashmir and one district of Jammu as it existed prior to creation of new districts during the regime of Ghulam Nani Azad in 2008 and said that the development of any area depends upon the actual area available for development.
“As more the area is scattered there will be more lengths of roads, irrigation, PHE lines, power lines, education systems, health, agriculture, horticulture and number of panchayats etc. If we take Pulwama district in Kashmir region as an example, it will show that the total area of district is 1398 sq kms out of which 1065 sq kms is the forest area, thus clearly indicating that the balance area left for development in Pulwama district is just 315 sq kms (31500 hectares). On the contrary, in case of Kathua district of Jammu province, the total area of the district is 2651 sq kms out of which the forest area is 1035 sq kms. The balance area left for development in Kathua district is 1616 sq kms (161600 hectares). Which means the balance area for development in Kathua district is five times more than the Pulwama district”, he said, and added that the Ghulam Nabi Azad-led government in the State harmed the people of Jammu province more as compared to the earlier dispensations.
Sharma said that the BJP will not tolerate injustice with the people of Jammu province and Ladakh region anymore and also fight for the genuine rights of the people of Kashmir and added that the BJP believes in the principle of justice and equity and doesn’t want a dispensation that differentiates between regions, districts and people.
