From time to time various state govt agencies carry out anti-encroachment drives here in the ‘city of temples’ and clear illegal encroachments from pavements, seize mobile and immobile carts of daily wagers and also slap penalty on shopkeepers in main market areas to clear the temporary encroachments during the festive season.
In contrast to this when senior gazetted officers, police officers and even politicians themselves encroach land and build illegal structures the proactive state govt agencies adopt go slow policy against the violators and look for via media to shield the violators instead of cracking their whip.
Recently when reports of encroachment by gazetted officer of JK Housing board department, senior police officers serving the CID wing and former Congress MLA hit the headlines in local news papers Managing Director of the JK Housing board Ram Pal issued directions to the Deputy General Manager Housing Unit 1 to remove the encroachments in SFS Flats,Pocket 6, Sector 2, Channi Himmat and other places wherever they exist but no action has been taken by the office of DGM Housing Unit -1 in this regard till date.
Despite submitting written complaints to the all the senior authorities of the JK Housing Board and bringing the illegal encroachment in to the notice of Housing Minister Raman Bhalla no action against the violators have been taken by the Housing board authorities.
Among the list of violators names of JK Housing Board employees, senior police officers and former Congress MLA figure prominently.
All this is happening when DGM Hosuing Unit I Joginder Pal has personally verified the illegal encroachments by inspecting the SFS Flats in Pocket 6, Sector 2, Channi – Himmat.
Ironically, the same authorities had acted swiftly against the senior citizen in the same block for raising a temporary aluminium frame structure.
The same Housing board authorities who are tight lipped and deliberately ignoring the illegal encroachment by one of their own senior employee issued notices and sought assistance from the police to stop the ongoing works in the premises of senior citizen.
The police force deputed on the spot, however,made it clear that they were mislead by the Housing Board authorities as they had nothing to do with the private property of flat owners yet efforts were made by the Housing board authorities to harass the senior citizen with the help of police force.
It is not clear under what pressure the JK Housing board authorities are delaying similar action against the VVIP violators and not directing the Khilafwarzi wing of the department to demolish the illegal structures raised by Housing board employees, senior police officers.
