People in Kashmir want good Governance, few takers for Autonomy, Self Rule: Sham Lal

Firebrand senior Congress Minister  Sham Lal Sharma Saturday claimed that there are few takers for Autonomy and Self Rule in Kashmir.Majority of people want is good governance but the same has not been delivered to them.

Sharma, while addressing a gathering of prominent state lawyers here in Jammu club also maintained that by merely changing the nomenclature and naming one individual as Prime Minister  the whole of Jammu and Kashmir cannot be ’empowered’.
Sharma’s observations came close on the heels of recent statement  made by the Chief Minister Omar Abdullah during his meeting with the delegation of European Union in Srinagar.

During the meeting Omar had claimed that “While all the States acceded to Union of India and then merged with it, Jammu and Kashmir only acceded and not merged. That is why we have special status, our own constitution and the State Flag”, Omar had  told EU delegation.

Omar  had also told the visiting delegation that accession of Jammu and Kashmir to Union of India was on four matters — currency, communication, foreign affairs and defence much to the chagrin of alliance partners.

In a veiled reference to the Chief Minister, Sham Lal Sharma also claimed that while assuming office people take oath of office as per constitution of India but at the same time claim that the state of Jammu and Kashmir is yet to merge with the Union of India as it has only signed instrument of accession.

Sharma said in 1975 when Congress had 64 MLAs still at the time of signing an accord, which was unconditional, the power baton was handed over to Sheikh Mohd Abdullah. Now where is the dispute and what is the dispute.

Referring to the recommendations of the Justice Sageer Ahmad Committee report on centre state relations Sharma said there is no mention of self rule any where in the report. On Autonomy he said even the report had coined a new definition of Autonomy and it is defined as giving power to the people at the grass roots.

Sharma said, unfortunately what we are doing in the govt, “More than two and half years have passed and we have not been able to empower the Panchayati Raj Institutions at the grass roots,  the 73 rd amendment of the constitution of India has not been implemented so far, the local bodies are yet to be empowered. Then someone please tell me what is the definition of Autonomy.

Only changing the nomenclature and naming one individual as Prime Minister cannot lead to empowerment of whole of J&K”,he added.Shamra , flanked by MP Madan Lal Sharma, President of the Jammu Bar Association MK Bhardwaj and senior advocate BS Slathia also called upon people of Jammu region to get united and show their strength.He said time has come for the people to rise above board and join hands together to defeat vested interests.
